Supervisor of Federal Programs - Jennifer Rouse - 423-652-9230 rousej@btcs.org Administrative Assistant - Penny Jenkins - 423-652-9496 jenkinsp@btcs.org The federal programs department addresses diverse needs of Bristol Tennessee City Schools student population. Programs encompass No Child Left Behind(NCLB), like Title I: School Improvement, Migrant Children, Children who are Neglected or Delinquent, and Comprehensive School Reform. Other NCLB components include Title II: teacher and principal training and Enhancing Education through Technology; Title III (Part A): English Language Acquisition, Language Enhancement and Academic Achievement; and Title IV: Safe and Drug Free Schools and Communities. In addition, Title IX, part of the Education Amendments of 1972, provides for gender equity, and Title X addresses provisions for the education of homeless children. BTCS annually writes a proposal for NCLB funding that must be approved by the Tennessee Department of Education. The department monitors each of the projects for compliance with NCLB legislation. NCLB requires that school systems annually notify parents of certain rights and responsibilities they have under the legislation. Those rights and responsibilities can be found by choosing "No Child Left Behind" from the menu. The Federal Programs department also coordinates the Tennessee Comprehensive Assessment Program (TCAP), summer professional development for staff, system-wide policy development, and the Tennessee Comprehensive School Improvement Planning Process (TCSPP).
